Recovering Critical Rail Infrastructure Through Adaptive Delivery
The NRW project involves restoring the rail corridor to its original condition following significant damage. Scope includes culvert replacements, embankment reconstruction, slope stabilisation, retaining wall construction, installation of ground anchors, drainage improvements, and associated civil works.
Stellar Projects was appointed as Quantity Surveyor, providing payment certification, budget reporting, cost forecasting, estimate development, and contract administration support. The contract value evolved significantly over the course of the project, reflecting the progressive nature of investigations and design development.
A robust QA process was applied to all contractor claims, identifying and correcting cost discrepancies. This included duplicate resource claims across multiple sites, incorrect inclusion of GST in claim values, recovery of costs already allowed within rates, and rejection of non-market-aligned variations. These controls delivered measurable cost savings and improved financial transparency.
The project required coordination across seven contractors operating on 51 work fronts, alongside input from four design consultancies. Scope and delivery sequencing were continuously refined in response to site conditions and design completion, resulting in ongoing adjustments to programme and cost forecasts.
Lessons LearnedThe project reinforced the importance of clear commercial frameworks and mutual trust in cost-reimbursable contracts. Effective cost control relies on transparent processes, aligned expectations, and active client oversight to manage risk as scope evolves.
